A native West Virginian, Joseph. F. Dunn received his bachelor's degree in civil engineering in 1960 at West Virginia University.
He was a member of many extracurricular activities, including the Phi Kappa Psi social fraternity, the marching band, Scabbard and Blade military honorary and Chi Epsilon.
After serving two years with the 169th Engineer Battalion at Ft. Stewart, Georgia, he returned to West Virginia and worked as a construction superintendent and later as a design engineer and project manager on probable water and wastewater projects throughout the state.
In 1975, he founded Dunn Engineers, Inc., a multifaceted civil and environmental engineering firm that accomplished the planning, design and construction management services on numerous potable water, wastewater and storm water projects throughout the state and surveying and design functions on several residential subdivisions and commercial land development projects.
Alongside his engineering activities, Dunn is a member of Rock Lake Presbyterian Church where he has served as deacon, elder and a member and director of the church choir.
He is also a member of Rotary, and in retirement, enjoys playing golf, boating and collecting, repairing and operating Lionel electric trains.
He is married to the former Mary Lee Watkins, has two sons and six grandchildren. He currently lives in South Charleston.
